The Glendale Homeless Solutions Alliance (GHSA) creates an alliance of providers through a No Wrong Door approach to homeless services. This creates a process where clients get connected to services regardless of which agency door they show up at. The client is assessed for their service needs and connected to an appropriate partner through a warm hand-off process. This ensures future appointments are made before a client is passed over to another agency. The GHSA provides all the following services:
- 24/7 Glendale Homeless Solutions Hotline to assist those experiencing homelessness
- Emergency shelter and crisis services
- Street outreach and system of care navigation
- Case management
- Family reunification
- Rapid rehousing
- Rental and financial assistance to prevent homelessness
- Basic needs
- Utility assistance
- Employment services
- Storage of belongings
- Transportation services
- Pet shelter and food
- Criminal justice diversion
- Behavioral health and medical services
We offer employment programs
Glendale Works
Glendale Works provides day labor employment opportunities for individuals that are homeless in Glendale for various city-wide cleanup projects. Participants are provided with breakfast, lunch, and daily payment for five (5) hours of labor. This has been an effective engagement program that additional cities have replicated and found success to get individuals connected to services and has resulted in a multitude of success stories where a person was engaged and ended up being re-housed.
Workforce Development
Through our partnership with Phoenix Rescue Mission, participants complete individual assessments, career goal setting, job training, reskilling, upskilling, assistance with finding and maintaining employment, pursuit of education and credentialing, and additional services needed to promote client employment. The city and Phoenix Rescue Mission engage with area businesses to determine their employment needs to establish a work-ready labor force.

Tenant-Based Rental Assistance
The city also partners with A New Leaf to operate the Tenant Based Rental Assistance (TBRA) program that assists eligible households with utility and rental assistance and case management and skill building. Eligible clients may receive up to 24 months of assistance on their path to self-sufficiency. Resources for this program are at capacity and are not able to accept new clients.
Emergency Housing Vouchers
The city received funding from the US Department of Housing and Urban Development to house an additional 72 households experiencing homelessness. Resources for this program are at capacity and are not able to accept new clients.

Emergency Rent and Utility Assistance
The Community Action Program (CAP) offers navigation services for Glendale residents experiencing a temporary financial crisis. For more information please visit the CAP webpage.
