Lupe Conchas is honored to serve as the elected City Councilmember for Glendale’s Cactus District, bringing a deep commitment to ethical leadership, transparency, and community-driven change.
Born and raised in Arizona, Lupe earned bachelor’s degrees in Political Science and Mexican American Studies from the University of Arizona and has completed multiple public leadership development programs through his roles as an elected official and nonprofit program manager.
Lupe’s professional background includes more than a decade of advocacy in anti-hunger and poverty reduction efforts. His work in the nonprofit sector has focused on building coalitions, shaping policy, and connecting families to critical resources. These experiences inform his approach to governance—one grounded in compassion, accountability, and results.
In 2020, Lupe was elected to the Alhambra Elementary School District Governing Board. He served three years as Board President and is currently serving his second term as vice president. His leadership has focused on expanding access to quality education, protecting school funding, and prioritizing student and teacher success.
Elected to the Glendale City Council in 2024, Lupe champions affordable housing, economic development, and safe neighborhoods. As a small business owner, he advocates for a strong local economy that uplifts entrepreneurs and working families. As a labor ally, he supports apprenticeship programs and good-paying union jobs.
Lupe believes government should work for everyone—not just those with power or privilege. He is committed to transparency, accessibility, and creating a city where every resident feels heard and valued.
