Information for Developers

The city of Glendale is interested in working with experienced developers who have the desire to develop housing that is maintained at an affordable rate for at least 30 years in the market.  These include non-profits, for profits, and local governments who share the objective of developing more affordable units in Maricopa County.  Glendale is interested in family, senior, and workforce housing developments that target incomes from 30-80% of the Area Median Income (AMI).  The developments must be open to accepting Housing Choice Vouchers and other rental assistance programs managed by the Glendale Housing Authority.  If you are interested in exploring opportunities in Glendale, click here.

In accordance with the fiscal year 2022-23 Annual PHA Plan, the City of Glendale Housing Authority (GHA) PHA AZ003 is accepting applications for Project Based Vouchers from qualified developers under the provisions of 24 CFR 983.51(b)(2) Selection based on previous competition.  This opportunity is limited to proposed developments that meet all the following requirements:

  1. Received an award of federal, State, or local (city or county) government funding that required a competitive selection of proposals (e.g., HOME, Low-Income Housing Tax Credit, Community Development Block Grant, or American Rescue Plan Act).
  2. Competitive housing assistance selection process occurred within 3 years of the PBV proposal selection date by the City of Glendale.
  3. Competitive award did not involve any consideration that the project would receive PBV assistance from the City of Glendale.
  4. Proposed development must be in an incorporated area of the City of Glendale.
  5. Construction has not started.

This is an ongoing opportunity for qualified developments to submit PBV Assistance Applications on a rolling basis after having been awarded a competitive award from another agency.  This is NOT a Request for Proposals.
